The Tamil Nadu Power Distribution Corporation Limited (TNPDCL) has formally unveiled a plan to establish a total of 34 electricity substations across Chennai and its three adjoining districts – Tiruvallur, Chengalpattu and Kancheepuram. The initiative is designed to meet the city’s surging power requirements and to shore up weaknesses in the existing distribution network.

Rising Power Demand and Existing Challenges

In 2026, Chennai’s electricity demand crossed the previous peak of 5,000 megawatts (MW) for the first time, sparking complaints of load‑shedding across residential and commercial zones. A recent white paper presented by Energy Resources Minister C.T.R. Nirmalkumar blamed the outages largely on the failure to commission new 230‑kV, 110‑kV and 33‑kV substations that would replace aging equipment on the distribution side.

Root Causes of Localised Interruptions

A senior TNPDCL official explained that while overall generation capacity remains adequate, localized disruptions arise from network constraints, transformer overloading, feeder congestion during evening peaks, ageing infrastructure, insufficient source redundancy and underground cable failures.

Scope, Cost and Timeline of the New Substations

The proposed 34 substations are split between the North Circle (covering Tiruvallur) with 13 sites and the South Circle (covering Kancheepuram and Chengalpattu) with 21 sites. The total projected investment is ₹3,214 crore, slated for completion within the current financial year. Key locations include Ennore, Kanagavallipuram, Perambur Barracks Road, Perumcherry, Thirumazhisai Industrial Estate, Egmore and Medavakkam – where a 110/11 kV unit will be built on a multi‑storey apartment complex owned by Puravankara.

Residential Corridor and Future‑Proofing

Recognising rapid growth along the GST Road residential corridor, TNPDCL plans a 400/230/110‑kV substation to serve the expanding housing belt. Additional substations are earmarked along the Thoraipakkam‑Pallavaram radial road at Ambattur, Selavoyal, Vanagaram, Nolambur, Thalambur, Irumbuliyur, Manapakkam, Vengal and Sunnambu Kolathur.

Local Stakeholder Views

Perumbakkam resident T. Ashok remarked, “With the Metro line extending from Sholinganallur to Medavakkam, we need a stronger transmission network to avoid low voltage and frequent outages.” The forthcoming infrastructure is expected not only to mitigate current reliability issues but also to underpin future industrial and residential development in the region.
