Uttar Pradesh’s new single‑window platform, Invest Mitra, lets entrepreneurs, MSMEs and large firms obtain all statutory clearances through one online form. By linking over 40 government departments, the portal streamlines approvals, cuts processing time and enhances transparency for investors.

Uttar Pradesh is emerging as a hotbed for industrial investment, yet the traditional maze of licences, clearances and inter‑departmental approvals has often slowed down projects. From labour and fire‑safety permits to pollution control and power clearances, businesses historically had to visit multiple offices, file duplicate documents and endure long waiting periods. To eliminate these bottlenecks, the state government launched Invest Mitra, a single‑window digital portal managed by Invest UP.

One Form, All Approvals

Invest Mitra operates on a Common Application Form (CAF) that allows start‑ups, MSMEs, large enterprises and individual investors to submit all statutory applications online. Payments are processed digitally, real‑time tracking shows the exact status of each request, and final approvals can be downloaded instantly, removing the need for physical visits to separate departments.

Integration of Over 40 Departments

The portal aggregates services from more than 40 state agencies, including Labour, Fire Services, Pollution Control Board, Electrical Safety, Food Safety, Urban Development, Revenue, and Power. By consolidating these services, Invest Mitra reduces procedural redundancy and creates a transparent audit trail that is accessible to both regulators and applicants.

Invest Mitra 3.0: AI‑Driven Enhancements

The latest iteration, Invest Mitra 3.0, introduces AI‑enabled investor assistance, GIS‑based land‑bank integration, an upgraded grievance redressal system, and seamless connectivity with the National Single Window System. An AI chatbot answers queries instantly, while the GIS module maps available land parcels, helping investors evaluate site suitability without leaving the portal.

Economic Impact and Future Outlook

According to state data, Uttar Pradesh’s investment inflow has risen by roughly 30% over the past five years. Since the rollout of Invest Mitra, average approval time has fallen from 45 days to just 12 days, enabling firms to commence operations far quicker. Analysts argue that such digital ecosystems not only attract capital but also generate employment, stimulate technology adoption, and strengthen local supply chains.

Looking ahead, the government plans to onboard additional departments and integrate public‑private partnership (PPP) services, allowing investors to access financing, land acquisition and tax incentives through the same interface. These moves align with India’s broader Digital Governance agenda and could set a benchmark for other states seeking to modernise their investment facilitation processes.
