India’s pesticide standards treat food, water and air as separate problems, each with its own limits. In reality, the same chemicals can enter a person through all three pathways on the same day, creating a cumulative health threat that current regulations fail to capture.
Decades of intensive pesticide use have left indelible marks on India’s soil, water bodies and atmosphere. These chemicals do not arrive as a single dose; they infiltrate a vegetable, a glass of water and indoor air, often within hours of each other, rendering the three existing monitoring systems unable to aggregate total exposure.
Case Study: The Sindhikela Tragedy
In 2008, residents of Sindhikela village in Odisha used pesticides to kill stray dogs and dumped the leftovers into a drain that ran over a damaged water pipeline. Negative pressure pulled the chemicals into the pipe, and the following morning they emerged from household taps, sickening 65 people and killing two. While documented as an isolated incident, it exemplifies how India’s regulatory mindset treats each pathway as a one‑off event rather than part of a chronic, nation‑wide exposure pattern.
Food Residues: A Hidden Aggregate
The 2017‑18 National Monitoring of Pesticide Residues tested 23,660 food samples; 19.1% contained residues, but only 2.2% exceeded the Food Safety and Standards Authority of India’s (FSSAI) Maximum Residue Limits (MRL). A later 2022‑25 survey of over 86,000 samples showed a 2.8% breach rate. These figures appear reassuring because they are item‑specific. Indian meals, however, combine multiple commodities, each possibly under the limit, yet together delivering a cumulative dose that remains untracked.
Water: The Larger, Often Overlooked Pathway
India extracts 245.64 billion cubic metres of groundwater annually – roughly a quarter of global extraction – supplying a major share of drinking water. In Punjab and Haryana, nitrate‑laden groundwater also carries pesticide residues, while the Ganga basin shows similar patterns of agricultural runoff contaminating rivers used for irrigation and drinking. Kerala’s Kasaragod district still records endosulfan residues two decades after the ban, correlating with higher rates of neuro‑behavioral disorders and congenital anomalies.
Air and Indoor Environments
Urban households increasingly rely on repellents and aerosol insecticides, turning indoor air into a steady source of chemical load. Current regulations focus on per‑item limits, ignoring the additive effect of simultaneous exposure through food, water and air. This fragmented approach helps explain rising incidences of cancer, epilepsy and other chronic conditions across the country.
To protect public health, India must shift from siloed thresholds to an integrated, multi‑pathway risk assessment framework that quantifies total pesticide load across food, water and air, and sets cumulative exposure limits accordingly.
