New Delhi, July 9, 2026 – Union Home Minister and Minister of Cooperation Amit Shah addressed the inaugural Land Border Districts Superintendents of Police (SP) Conference 2026, urging rapid reporting of demographic changes in border zones. He warned that "unnatural demographic growth" caused by "abnormal factors" such as illegal infiltration will be tackled with a "ruthless" policy framework.

Infiltration Identified as Core Driver

Shah highlighted that the primary catalyst for population shifts in border districts is infiltration. To render the frontier "impenetrable," the Modi government has transitioned from a reactive posture to a proactive, quadrangular security grid that integrates drones, cyber‑monitoring, and intelligence analytics at every checkpoint.

Demography Mission and New Committees

A dedicated demography mission has been constituted to map population trends, assess the impact of illegal migration, and recommend stabilisation measures. Complementing this effort, the Centre has formed a high‑level committee comprising Home Secretary Govind Mohan, Intelligence Bureau Director Mahesh Dixit, and the Directors General of Police from the participating states. The committee’s mandate is to flag "abnormal factors" early and feed actionable intelligence to policymakers.

Integrated Security Grid Across Borders

Shah announced that India is moving away from isolated outpost policing toward an integrated security grid. A flagship project will fence the 1,610‑km India‑Myanmar border at a cost of ₹31,000 crore. The fence aims to curb illegal migration, proxy wars, radicalisation, narcotics trafficking, smuggling, drone‑related threats, cybercrime, and organised crime while making border districts more livable.

Vibrant Villages Programme and Economic Measures

Under the "Vibrant Villages" initiative, the government is accelerating job creation, ensuring 100% execution of welfare schemes, and preventing outward migration from border communities. By coupling socio‑economic upliftment with stringent security, the administration seeks to neutralise the demographic pressures that fuel illegal entry.

Shah affirmed that, in the coming years, India’s border security architecture—anchored on the "smart border" vision—will become the world’s most modern, blending scientific infrastructure upgrades (up 400% in the last decade) with a holistic, data‑driven strategy.
