In a significant move to bolster agricultural resilience, the Andhra Pradesh government has overhauled the enrolment process for the Pradhan Mantri Fasal Bima Yojana (PMFBY). By introducing a Self-Certification Certificate system, the state aims to facilitate seamless crop insurance registration for non-loanee farmers, effectively removing the hurdles of excessive documentation and administrative delays.

Streamlining the Registration Ecosystem

Announced by Director of Agriculture Manazir Jeelani Samoon during a high-level video conference, the new policy addresses a long-standing grievance. Previously, non-loanee farmers often faced delays waiting for digitally sown area documents from Rythu Seva Kendrams. With this self-certification model, farmers can now initiate their insurance coverage more autonomously, ensuring timely protection against unpredictable weather patterns.

Mitigating Climate Risks and El Niño Impact

The timing of this reform is critical. With prevailing drought conditions and the looming threat of El Niño, the state administration is on high alert. Officials have been directed to intensify grassroots awareness campaigns regarding registration deadlines and premium structures. Furthermore, district authorities are tasked with close coordination between Collectors, banks, and Lead District Managers to maximize insurance penetration across the state's agrarian landscape.

Digital Transformation and Tenant Support

Beyond insurance, the government is pushing for a massive digital overhaul. The mandate includes completing the Digital Crop Survey for all 2.75 crore land parcels and achieving 100% e-KYC compliance. In a move to support vulnerable demographics, a new facility has been announced for tenant farmers, allowing them to purchase fertilizers using survey numbers and cultivation details under specific circumstances. This holistic approach aims to stabilize the agricultural supply chain and provide a safety net for all farming communities, regardless of land ownership status.
