The Kerala State Commission for Minorities, convening at its Thiruvananthapuram headquarters, directed the Chief Secretary to closely monitor urgent remedial works at the Muthalapozhi breakwater. The order follows extensive media coverage in 2024 of repeated mishaps that claimed the lives of several fishermen at the harbor.

Suomotu Cognizance and Continuous Intervention

Chairman A.A. Rasheed explained that the commission took suo motu cognizance of the issue and has been pressing the administration for two years. It issued binding directives to dredge sand, deepen the river mouth, and reinforce deteriorating sections of the breakwater.

Funding Streams and Operational Hurdles

Through its mediation, the commission secured additional resources from the Adani Ports Authority, enabling a deep‑ening project at the river’s mouth. Moreover, the central government approved ₹177 crore under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) for extending the southern breakwater and installing safety infrastructure. Yet, the District Administration and Harbour Engineering Department failed to complete sand removal before the monsoon, citing a malfunctioning dredger.

Lack of Coordination and Social Fallout

The commission flagged that poor coordination among agencies not only stalled safety upgrades but also hampered the full release of government‑sanctioned financial assistance to families of deceased fishermen. This shortfall has heightened community distress, as the livelihood of local fishers hinges on a safe harbor.

Future Directives

The commission ordered the Chief Secretary to formulate an integrated action plan involving the District Administration, Harbour Engineering, Finance Department, and Adani Ports. Weekly progress reports are to be submitted, and immediate cash relief must be provided to affected families. Modern safety equipment and regular dredging schedules were also recommended.

If these directives are executed with rigor, the safety profile of Muthalapozhi’s waterway could improve dramatically, safeguarding lives and bolstering Kerala’s maritime trade and tourism sectors.
